ETL listing does not mean a device is acceptable for indoor and outdoor installation. It means it is safe to be used as advertised. The wording of your article implies that all ETL listed devices can be used for outdoor applications and ETL does not make that determination unless the manufacturer claims it and requests it to be tested in that manner.
Many devices have ETL listing and cannot be used for outdoor applications.
